How can I deny direct requests by .htaccess when HTTP_REFERER is empty?

A lot of websites use my xxx.js, which is good, but I want to deny direct access. If the HTTP_REFERER is none, then deny it.
I tried to use the following:
RewriteEngine on
RewriteCond %{HTTP_REFERER} ""
RewriteRule .* - [F]
but it doesn't work. Help me to write my .htaccess, please.
