Android studio 3.2: Connection timeout (check IDE log for more info help/show log)

So I know this sort of bug has been asked about before, but there seems to be various answers provided which doesn't seem to be working out.

I tried running it in offline mode, but it just says:
No cached version of com.android.tools.build:gradle:3.2.0 available for offline mode.
Disable Gradle 'offline mode' and sync project

I tried checking if i'm using a proxy but it's set as this so i'm assuming it's not got any proxy settings on.



I've also tried uninstalling and delete all the android studio stuff and reinstalling, but that didn't seem to fix it either.



Any tips on what to try next?
One thing I noticed is that it is able to get past "1" but not "2" (the Jcenter one) in this image. Happens every time.
