Automation anywhere web recorder in command

I have an question about Automation Anywhere. When you use automation anywhere task editor, you can see two web recorder. One is ①(number 1) which be seen on top of picture. The other is ②(number 2) which exists in commands. So, I want to know difference between number 1 and number 2. Somebody said me that developers don't use number 1 (web recorder), but use number 2 (web recorder in commands). He also said a reason. The reason is that web recorder (number 1) often occurs errors and you should fit the same environment in both developer computer and client computer. Could you please explain it? I have a trouble in finding this reason and using web recorder in commands. Thanks.
