I am a Full Stack Web Developer and haven't learned much about Server Side and PHP but needed to create a website that can send and receive money like PayPal but don't know which Language(s) that handles the funds (Available Balance) section, Please which Language do I need to learn before I can do that and if you can provide me with some guard lines and tutorial links.

What topics can I ask about here? Your experiences here will be much better if you spend some time taking the tour and reading the help center pages in order to learn what is (and is not) proper to ask here before you begin posting.

Any server-side language can send POST requests, though you'll need a database to store user funds. You're also going to need to be PCI DSS compliant legally if you're storing user's actual money / credit card info on your server. As for which language you need, it comes down to personal opinion, which is considered 'off-topic' for StackOverflow.
