A text box with clickable tab to switch boxes? Not Indenting tab

I would like to have a textarea tag. But an addition, having a tab which user can click on to switch back and forth.
I would like it to be something looking like that.
Whats the best approach? Using Html and CSS only?
Is it possible to not use Javascript and Jquery?
