HTML-PDF screen scaling is not consistent

Im currently using nodeJS html-pdf to generate pdf in the back end to serve to the front end. Everything from HTML Creation to passing it to the client side works however, when tested with other computer, there was some problem with auto scaling. Some computers scale exactly the same as I have while other computers have the text, divs and images does not scale well. I tried doing the configuration before creating the pdf but somehow the options does not seem to change anything.

For Example:

{ 'format': 'A4', header: { height: 100mm }}

This config does not work well since the header height does not respond.

I only seem to have the ability to make changes in the html file.
Anyone have any suggestion as to how to configure or to have so that the pdf file autoscale with other computer.

Here's the pdf creation code snippet

var slug = hbs.compile(fs.readFileSync(__dirname + "/test.hbs", "utf-8"))
return new Promise((resolve, reject) => {
pdf.create(slug(data, { 'format': 'A4'})).toBuffer((err, buffer) => {
if (err){
reject(err)
}
resolve(buffer)
});
})
