Reference implementation for validating Unicode BCP 47 Locale Identifiers
Does a reference implementation (preferably in C++) exist for strictly validating (and possibly manipulating) Unicode BCP 47 Locale Identifiers?
If not,
- Are there any organizations working on one?
- What is the closest available alternative? (Perhaps handling some edge cases differently from the precise standard.)
EDIT: ICU will be working on one, but it's not ready yet.

You're dancing up close to Off topic: Asking for off-site resource, but I think you can rework this question to avoid that.
