After Jersey 1.18 to 2.5 migration root path is missing and throwing 404

After migrating to jersey 2.5 it is throwing 404 error when trying to access
http://localhost:7890/IntegratedDataLoadService/resources/downloadTemplate/get
We are using weblogic 12.1.3 for deployment.
