viewport-fit=cover doesn't work unless I type it in manually

I have a really strange issue. I am on iOS 12 iPhone XR simulator using Safari inspector on my Mac.
If I put this line in my head tag the viewport-fit=cover
section is ignored when the page loads fresh.
<meta name="viewport" content="width=device-width, initial-scale=1.0, viewport-fit=cover">
but if I manually change the word "cover" to "cove" and then back to "cover" it works. When I refresh and it loads new it doesn't work.
I don't know what's going on here and it could be a bug but I am unable to use viewport-fit=cover
outside of development because of it.
Any ideas?
