Finding packages not used for N months

0

I'd like to produce a candidate list of packages for removal where the binary provided by the package hasn't been executed in N months. Due to this it might be a candidate for removal.

I had an idea to list all binaries reacheable from $PATH and which hasn't been accessed in N months. Executing ls in for example /usr/bin seems to ruin this approach as all access timestamps seem to reset to the current timestamp.

Are there other approaches that could accomplish this?

I need this to work on Debian and Ubuntu machines.
