Data Migration between multiple stacks?

What is the best way to manage data migrations between multiple stacks?
Assume one DB (say MS SQL) is shared by the following development teams:
- PHP using Yii (Yii already has their own migration scripts / commands)
- Java
- .NET
Dilemma:
how do you ensure that the database is in sync between all of them? We have considered liquibase & flywaydb but they involve creating a new repository that all developers will have access to.
Are there any cloud based services? Or what other solutions can you suggest?
