Scrapy installation failed, error: Microsoft Visual C++ 14.0 is required

I'm facing the below error when I try to install scrapy on Windows 10:
pip install scrapy
Microsoft Visual C++ 15.0 is already installed.
Here are the last few lines from the error log:
building 'twisted.test.raiser' extension
error: Microsoft Visual C++ 14.0 is required. Get it with "Microsoft Visual C++ Build Tools": http://landinghub.visualstudio.com/visual-cpp-build-tools
