How to read hardware level data segments and convert to binary?

I want to get the value of a data segment in binary format.
Eg; 100000001 = 257.



If this data segment (Eg: 100000001) is on the hard drive, on a DVD or on a pen drive, how can I reach that exact data segment using Python and how can I calculate the binary value of it(Eg:value 257) ?
Is it even possible in Python?
