VPS best choice

i'm thinking to rent a VPS for using like cloud (NextCloud), webserver for develop php and Django server for python app, develop server host apps.
I'm Italian and i'm searching a VPS secure and protected by good privacy law in Europe.
- I search VPS located in Germany or Switzerland, what do you think about this country and privacy data law protection?
- Also I read in some disclaimer that in some case is forbidden create a VPN connection with VPS, why?
I need about 40Gb of space and 1Gb Ram (min), about the price i'm oriented to 10€/month.
Can anyone help me to choose the VPS service?

This is way off topic for SO, but I'd recommend you look at Gandi.net, Hetzner.de & Scaleway.com, all EU-based, and all have options within your budget.
